Listening to this a few years on, Chapter 319 feels almost melancholic, a reminder of the time where police abolition had nearly mainstream appeal. The tracks still make me furious at the bullshit cops continue to get away with.

US based True Neutral Crew buckle a similar variety of experimental swash to that of numerous outsider hip-hop artists from this side of the pond (I'm thinking in particular of the rosters of Liverpool's Blah and London's High Focus Records). "Soft Rules" is a surrealist gloop of inchoate psychedelia and abstract rhyme (but no discernible reason) that makes a welcome change from the gritty street rap of Pusha T and Schoolboy Q et al. At a mere 27 minutes it's a short trip but the strangeness is packed in so tightly you're unlikely to feel short-changed. Exhilaratingly amorphous.
